New law for renting by the Turkish Parliament
What you need to follow now:
Short-term rental is less than 100 days. The logic is that tourists coming to Turkiye cannot stay in Turkiye for more than 90 days at a time.
To rent out an apartment, you need to obtain a license from the Ministry of Culture and Tourism and post a sign at the entrance to the building stating that housing is for rent here.
The Ministry will be authorized to issue licenses. The fees for paperwork and plates have not yet been determined, but the ministry will do that too.
The application for a license must be accompanied by the consent of all apartment owners in the building where the rental apartment is located.

The idea is not that the owner of the apartment receives a license. A license is obtained for the entire building. And in order to obtain a license, you need to hold a meeting where they will unanimously decide that the building is suitable for renting.
The system has not yet been tested, but it seems a natural solution that developers will, during the sale, obtain the consent of the owners for the apartments in the building to be rented out for short-term rent. The signature on the document agreeing to rent will become part of the transaction.

If the same owner rents out more than five apartments in one building, then he must register his company.
The responsibility to obtain permission lies with the landlord. But if it is not the lessor himself who rents, then it can be rented through certified travel agencies of category A.
If the owner dies, the license will become invalid unless the heirs file an application within 90 days of death. The license is also canceled if the owner-legal entity ceases to exist. However, the rights of tenants will be respected until the end of the contract.
Subletting is prohibited: the tenant cannot rent out housing rented from the owner to third parties on his own behalf and at his own expense. An exception is when a legal entity rents out premises to staff.
